Formation of the Environmental Insurance System to Improve the Environmental Safety of the State: The Case of Ukraine

Abstract



The methodological approaches to the insurance against environmental risks are analyzed in the article. The methodology of environmental risk assessment, the methodical bases of the insurance of quality of land resources of agricultural producers to improve environmental safety at the regional level are justified. The paper provides for the assessment of environmental risks by means of the integral indicator of environmental hazard Wj, taking into account the indicators characterizing the quantitative parameters of the risk of violation of standard conditions of the ecosystem operation. The key indicators of hazard of the region are defined, and the environmental risk in the territory of Ukraine is analyzed. It has been proven that the application of the methodology of environmental risk assessment and analysis enables to determine the top-priority goals of the regional development strategy, to justify a risk level acceptable for the regions, to optimize the strategy of ensuring natural and technogenic safety of the regions, to conduct the territory zoning according to the degree of internal threat to life. The insurance reserve fund for the conservation and recovery of soil fertility is calculated on the example of Sumy Region (Ukraine) in order to improve the environmental safety of agricultural production. The need for environmental insurance as an effective way to minimize possible losses of the insured associated with the consequences of adverse accidental and catastrophic events to improve the regional environmental safety is proved.
