System of Indicators to Measure Eco-Innovation Potential of Ukrainian Regions

Abstract



There are proposed the methodology and system of indicators to measure eco-innovation potential of regions in Ukraine, based on the understanding of the latter as the formation and development (environmental congruence) of structural components of the RIS, as well as taking into account the peculiarities of the national statistical database design. The methodology presupposes the grouping of measuring indicators as follows: market component, industry and technology component, knowledge component, infrastructure component, institutional component, and linkages. The proposed set of indicators provides a link with the goals of sustainable development and economic growth, allowing to identify the prerequisites for the development of eco-innovations, their dynamics, and impact on the economy, environment, and society. Taking into account the high proportion of rural population in Ukraine, particular attention is paid to the indicators characterizing rural tourism, which can act as a driving force for the development of eco-innovation in rural areas, as well as in regions where agriculture predominates.
