Kazakhstan Higher Education Sustainable Development through Introduction of Trilingual Education

Abstract



The paper provides an overview of the pre-conditions of the change in the system of education and describes the current situation in the educational market of Kazakhstan. New forms and modes of university operation bring about new types of risks. The authors group these risks into several categories. For each group of risks the authors suggest a response tool and propose certain risk mitigation activities of different character – organizational, financial, and methodological. Research outcomes include the development of structural logical model of transition to trilingual instruction in higher education of Kazakhstan based on analysis of risks caused by the innovation.
