Application of Community-based Financial Participation in Cottbus-Saspow Landfill Project for Energy Production

Municipal solid waste management is a big problem in many countries around the world, especially in developing countries with weak legal systems leading to its improper land filling. On the other hand, in developed countries like German and the European Union (EU) increasing environmental regulations to prevent contamination from solid waste and landfills are forcing communities to consider it as a resource for energy production. This is leading to planned landfills for gasification. Planned landfill and its gasification would prevent possible contamination from municipal solid waste and increase also the level of energy supply in countries, which is also challenging nowadays. The road block is usually financial constraints to carryout such type of projects.

This paper presents a Community-based Financial Participation (CPF) for investment in landfill gasification projects for energy production with application using real data from Cottbus-Saspow landfill project. The purpose is to encourage investment in landfill gasification for energy production that can bring huge benefits to the communities, especially with their participation. This can also encourage communities and countries to invest in landfill gasification projects to reduce their contamination level from landfills and protect the environment. CPF within the framework of Cottbus-Saspow landfill project and the legal system protecting contamination from landfill in Germany are discussed in more details. A strategy management technique for evaluation systems is employed by making use of Strength, Weakness, Opportunity and Threats (SWOT) to estimate the potential of applying CFP in this type of projects.
