Mathematical Model for the Development and Performance of Sustainable Economic Programs

Abstract



The paper constructs mathematical models for economic development of the state with centralized management. The economic development of the state can be presented by a set of sustainable economic programs. The state is assumed to consist of various regions, which have the bodies of planning and management. The regional bodies of planning and management are the parts of the state planning and management bodies. The regions do not possess all kinds of the resources necessary for performance of the program of economic development of the state. Therefore, the regional economic programs should take the programs of other regions and the common state program into account. The distribution of resources for regions depends on the common state program. To plan the state and regional programs of economic development, it is necessary to determine the total of the resources required for the performance of these programs. The performance of programs needs to be calculated at the fixed plan of deliveries of resources. In the paper, a mathematical model and a method for estimation of the performance of economic programs is provided. The suggested mathematical model builds the implementation schedule for a complex of programs in directive terms at fixed plan resources or concludes that the given complex of programs cannot be executed in directive terms. The analyzed variants of programs are considered fixed. The program is fixed if the set of operation which should be executed and the resources necessary of each operation are fixed. A network description of a complex of programs is used. The proposed method of solving the considered problem is based on splitting of high-dimensional tasks of into some problems of smaller dimension.
