An Analysis on the Entrepreneurship Strategy of European Union



The subject of entrepreneurship, which has been among the primary agenda items of the European Union (EU) since 1980, became a new strategic target with Lisbon Strategy in the year 2000. The European Commission had set its target to transform the EU into the most competitive, dynamic and knowledge-based economy of the world with Lisbon Strategy until the year 2010. However, the global financial crisis that occurred in the USA and rapidly spread in the EU led to withdrawal from the targets specified within the scope of Lisbon Strategy. Under these circumstances, the European Commission developed the Europe 2020 Strategy and aimed to change the EU into an environment-friendly and more competitive economy based on knowledge and innovation, using the resources efficiently, ensuring high level of employment and supporting social and regional harmony.

As a part of 2020 Strategy, the European Commission announced Entrepreneurship 2020 Action Plan that acts as a guide for action in order to reveal the entrepreneurship potential of Europe, to remove the obstacles and to revolutionize the entrepreneurship culture in the EU. The purpose of the plan is to facilitate the formation of new enterprises, to create more supportive environment for the development of current enterprises and thereby to increase entrepreneurial activity.

In this study, the process ranging from the Lisbon Strategy to Europe 2020 Strategy has been evaluated and the relation between entrepreneurial intention and total early-stage entrepreneurial activity in terms of the member states have been analyzed with panel data methods. As a result of the analysis, it has been concluded that there is a positive relation between entrepreneurial intention and total early-stage entrepreneurial activity.
